NEM 3.0 Final Decision: The California Public Utilites Commission (CPUC) unanimously voted to approve NEM 3.0. Under NEM 3.0, customers of PG&E, SCE, and SDG&E with solar systems will receive an average of 8 cents per kWh for the excess power they push onto the grid. This is roughly 75% less than the average export rate of 30 cents per kWh under NEM 2.0. IOU customers have until April 13, 2023 to be grandfathered into NEM 2.0 by submitting a complete interconnection application for a new solar system.

Even with the federal solar tax credit back at 30% until 2032, Californians have plenty of reason to go solar sooner than later.

On December 15, 2022, The California Public Utilities Commission (CPUC) passed NEM 3.0, a new net metering policy that will ultimately reduce the monthly energy bill savings for new solar owners.

What has changed from NEM 2.0 to NEM 3.0?

Prior to NEM 3.0 in California (similar policies are currently under development in several other states), it has become common practice to purchase and install the largest Grid-Tie system a rooftop or the electrical infrastructure of a given household can support. This was due to the additional revenue and Net Metering offset that could be accumulated by exporting excess energy to the grid during the day. 

With the implementation of NEM 3.0, that additional revenue incentive is all but gone. Resulting in larger oversized grid-tie PV systems only extending the Return On Investment (ROI) period for the system, with little to no ability to offset the new higher peak utility rates incurred later in the day and night, when PV is not generating energy.

Rethinking your solar investment return.

Under the new NEM 3.0 rate structures. The best way to optimize your ROI is by installing a PV system sized to offset 100% of your utility bill without excess, utilizing only Ideally-placed Modules not affected by shading, poor orientation, or other identifiable inefficiencies. Unfortunately the average residential household does not have enough Ideal area, let alone general area available to accumulate enough daily export (NEM 3.0 rates) to properly offset the peak rates. 

 

What can be done?

But don’t worry, you can overcome this by adding Energy Storage as part of your Grid-Tie system. These Grid-Tie w/ Storage systems, also commonly called Grid-Assist, store the excess PV energy you generate during the day. This stored energy can then be used by household loads later in the day or evening, reducing reliance on utility power, when utility rates are at their highest. Or even eliminate peak rate charges altogether (known as ‘Peak-Shaving’).

 

Sounds complex? It doesn’t have to be!
